New library, senior center hours begin today
— Reduced public library and senior center hours begin today as a part of the $5.8 million in budget cuts approved by the City Council last week.All libraries will be closed Sunday, and the La Retama Central Library, which houses local history archives, also will be closed Mondays. Four of the city's eight senior centers — Broadmoor, Northwest, Oveal Williams and Zavala — will reduce hours to part time, four days a week.
Senior center patrons protested the cuts at two City Council meetings and met with some council members last week in attempts to sway them.
But the council kept the cuts as part of a $662 million operating budget approved Tuesday.
The budget assumes a tax rate of 57.2 cents per $100 valuation, which is 1 cent less than the current rate. The tax rate won't be finalized until mid-September after more complete property values are released by the Nueces County Appraisal District.
Council members spent months working to close the gap on an estimated 11.5 million shortfall for the new fiscal year, which began today. A day before the council adopted a new budget, the appraisal district released certified tax roll figures that showed the city will receive additional revenue from a $1.1 billion increase in property values. That figure is 1.3 percent higher than property values last year.
An appraisal district error calculated all homestead exemptions in the city twice, causing a discrepancy between preliminary and certified figures.
Some council members have suggested the city use volunteers at the four affected senior centers so they are able to stay open later for activities. The city attorney's office is reviewing the request.
Some of the additional revenue from property values also could be redistributed in late September to some city services affected by the cuts.
Other budget reductions include 66 full-time job cuts, less frequent park maintenance, eliminating unfilled public safety openings and closing Joe Garza Pool. The city's park and recreation department had about $1 million trimmed from its budget.

A painting by Thomas Noakes, located at the La Retama Central Library, portrays of the Battle of Corpus Christi. Noakes was a Confederate who fought in the 1862 battle and finished the painting in January 1863.
