Health reform: coverage for kids gets easier

The program is Oregon's way of fixing problems that arose in September 2010, when the federal health reform law prohibited insurance companies from denying coverage to children because of a health condition. Some insurance companies, including Regence BlueCross BlueShield, suspended sales to all individual applicants younger than 19 . Insurers feared the unpredictable costs of enrolling a wave of young people with pent-up medical needs. With coverage guaranteed regardless of health, insurers said too many families could wait until children fall ill to buy health insurance. As a work-around, insurance regulators allowed health plans to limit enrollment to short periods in February and August. But that created new hassles and failed to assuage the cost worries of big insurers such as Regence.  ..insurers that sell individual health plans (plans bought by people who aren't covered by health insurance through an employer) are offering coverage to children throughout the year. Additionally, some companies that had dropped child-only plans for children not on a family policy will resume offering this type of coverage. In fact, Oregon's seven-largest health insurers all plan to offer child-only coverage.  It's too early to judge how well the reinsurance program will work. For children under age 19, the law allows insurance companies to use an applicant's health history to decide whether to pass the "risk" to the reinsurance program. That means the costs of medical claims get paid from a common pool shared by all insurers, but each company continues to process claims and coverage is no different. PacificSource Health Plans sums it up nicely in an article  in its newsletter for insurance agents:  Although the risk for a child's claims may be ceded into the reinsurance program, the child is a PacificSource member for all other purposes. They will see no difference in benefits, their billing statement, or claims payment, and they will have the same PacificSource member ID cards. We will simply forward the child's premiums to the Oregon Medical Insurance Pool (OMIP), OMIP will reimburse us for paid claims, if any, and PacificSource will absorb the administrative costs associated with the child's coverage.

Local office for Nat'l Center for Missing & Exploited Children ...

A college roommate of John Walsh, the host of America’s Most Wanted, opened a Saratoga Springs satellite office for the National Center for Missing & Exploited Children on Monday.

Sam Palazzole and his wife, Linda, started raising private donations in 2008 for the new NCMEC office, which provides child safety education programs to children and adults in the Capital Region. Retiring city police officer John Kelly will staff the office and instruct students, law enforcement officials and community groups in how to prevent abduction and sexual exploitation. He will also teach Internet safety.

“This is a long time coming and we are overjoyed it is finally here,” said Palazzole, a graduate of the state University at Buffalo and a partner of Saratoga Builders. “This is very personal for me. John Walsh and I were college roommates and I remember when (Walsh’s) six-year-old son, Adam, went missing.”

Adam Walsh was kidnapped and murdered. His father often plays polo in Saratoga. Palazzole will serve as chairman of the center’s Advisory Board.

The Saratoga Springs office opened in space donated by the Saratoga Center for the Family. Throughout August, the office will provide summer safety and Internet safety advice at various locations. Children can obtain electronic child identification cards that include fingerprints and photographs taken free of charge.

More than 2,000 children are reported missing every day, and an estimated 800,000 every year, according to the NCMEC. In 2009, more than 20,000 children were reported missing in New York, including 2,449 children from 11 upstate counties, including the Capital Region. One in five girls and one in ten boys will be sexually victimized before they reach age 18, according to the center.

NCMEC’s New York division operates offices in Buffalo, Rochester and Utica. It’s Capital Region office responds to an increase in requests for cost-effective and timely education programs for kids, officers said. “We have long hoped to have a satellite office of the New York branch serving the Capital District Region in eastern New York,” said Ed Suk, Executive Director of the NCMEC/NY. “We look forward to enhancing our partnerships with law enforcement, educators and community groups throughout the area in efforts to make our children safer.”

I congratulate NCMEC warmly on this decision to open an office to serve the Capital District. I had an opportunity to teach and work with John Kelly during his law enforcement career. The excellent work by John over the years will reflect upon NCMEC and keeping our kids safe.
